Sir: — Transmitted herewith is the report of the operation of the State Treasury for the fiscal years ending June 30, 1923-1924.
Under the appropriation Laws of 1917-1919 and Special Legislative Act 1920, $1,000,000 excess building appropriations were made over special fund provision and payment had to be made from the general fund coming into the Treasury during the past four years, and should not be considered as an expense of government. In like manner a defi- cit of $710,000 in 1919-1920 public school taxes were met. In my opinion, the Legislature should care for these two amounts by short- term funding bonds. The State is building a public road in Madison County out of the general fund, special act of the Legislature, which is mounting up rapidly, and I am not in a position to say what the ulti- mate cost may be. It should be understood that appropriations made must be paid, and, when special funds are not provided, the liability falls upon the general fund, as there is no other resource.
